Rosemount requires a permit to side or re-side buildings. The City’s siding guidance calls for a water-resistive barrier on homes and attached garages, installation according to manufacturer procedures, and final-inspection photos of house wrap and flashing for vinyl siding.
That is the correct hierarchy: siding sheds most rain, but the drainage plane behind it protects the wall when water gets past joints and penetrations.
